Econ ministry prepares ruling to limit inspections of businesses

MOSCOW, Mar 25 (PRIME) -- The Economic Development Ministry has prepared a draft ruling that restricts scheduled and unscheduled inspections of businesses by oversight authorities due to the coronavirus pandemic, the ministry said in a statement late on Tuesday.

“The draft ruling restricts controlled purchase operations, planned and unscheduled inspections during implementation of the oversight activity, it lays the mechanisms for prolongation of licenses and other permits. It also offers measures for reduction of burden of civil liabilities, and recommendation to the authorities of the regions of the Russian Federation to take similar measures at the regional level,” the statement read.

The ruling will be in effect until May 1, and it states only two reasons for inspections – infliction of harm to health and life of people or natural or man-caused emergencies, or inspections for provision or update of permits. After May 1, the authorities should eliminate plans for inspections of small and medium-sized businesses and reduce the amount of scheduled inspections of businesses by 70% to 116,000.

The list of support measures includes abolishment of scheduled control for owners of licenses in 52 spheres for 2020, lower mandatory payments, prolongation of licenses and other permits that should expire in 2020 for six months, and abolishment of some administrative fines for businesses.
